Hmm. There must be some corrosion on the water pump shaft. Penetrating oil might eventually do the trick but soaking for several days may be the only effective way with that approach. With any other approach, the difficulty would be in not doing any damage to the clutch or adjoining pulley. It seems the least aggressive way may be using a very thin spatula style putty knife at the seam, a putty knife that the blade runs all the way through the handle would have the most impact. This method may scratch paint on the pulley but using a light tapping on the tip of the handle, then rotating the water pump & pulley in 90 degree progressions, should walk it out. Patience will be a virtue
