Steering Column Questions.

First question, is the metal piece in the pic below original or added by a previous owner? Second, does anyone sell the replacement rubber between the column and the mounting bracket under the dash. I see the metal pieces are offered but not the actual rubber

Is the engine compartment side hacked up?

Not from what I can tell but it did have a borgeson setup installed that I took out

Pic from the engine side. Possibly added when they did the Borgeson conversion?
