70 NJ Boss space saver wheel pad yes or no?

 was it hit or miss if a space saver pad was included on a 70 metuchen boss  - viewed many pics both ways-   thanks  david   dec/69 metuchen  boss 302

Believe they (Ford) wanted one installed in each car and since it is easy to see and on top it would be hard for an inspector to miss it during the initial and final inspections. Now plenty have been damaged and tossed over they year which may explain why some unrestored cars no longer have one.  Know I tossed a few of the crumpled up, stinky, dirty wads of felt
