From looking at the pulley tables in Mannel’s book, appendix B-20, the power steering pulley that you show in the picture looks to be an A/C magnetic clutch matted to a York compressor. The three predominant manufacturers for 64-66 were Pitts, Warner, and Eaton. I can’t see the face of the pulley to make a positive ID, but it looks to be a Pitts magnetic clutch pulley, this was the primary clutch used in 1964.
