1969 Cougar front seat belts

Are 1969 Cougars supposed to have two buckles and straps for each front seat? I thought that was an early 1968 thing.

Yes, one is for the shoulder belt.

Thanks Scott. I guess I need to find the shoulder belts I put away in 1983 when I had a headliner installed and decided not to use the shoulder belts. Now all I need to do is figure out why the rear seatbelts are black and not blue like the front belts (light blue metallic interior). Perhaps the assembly line worker was a bit color blind.
