Did all 69/70 cars have rear tie down brackets ?

Did all 69/70 cars have the rear tie down brackets on them from the factory ?

I have looked at several cars and some have the lower rivnut on the bottom of the frame rail ( to install the lower bolt of the tie down ) installed and some don't.
If all cars had rear tie downs brackets wouldn't they all have the rivnuts in the frame rails ? 
Or did they get a tie down bracket like the earlier cars that didn't use the lower bolt ?

My understanding is all the mustangs had them and they were supposed to be removed at the dealer like the instruction sticker behind the lick. plate states, however most did not get removed. As far as the pressed in nuts that go in the rails, I guess it's possible some fell out if not installed tight or never put in at all.
