Original question was what was the finish of the steel rims used on cars originally equipped with hubcaps?
They were sprayed semi-gloss black on all surfaces and the finish was generally not very glossy though after years of cleaning and rubbing the gloss can increase but IMHO that would not represent hoe typically they were on day one. Of course minor variations due to thickness of paint application, weather and conditions can produce a small amount of variation as usual in painted surfaces
