dash lights

I just finished wiring my '65 fastback with AMP wiring.  Dash lights don't work (everything else works fine).  From what I've read, it looks like the power feed for the dash lights comes off of the headlight switch (taillight feed post), goes to the fuse panel to the smallest, center fuse and out to dash lights.  Is this correct?  When I pull the light switch, taillights come on, but I have no power at the fuse panel (either side of small fuse). 

I'm going start troubleshooting the headlight switch but want to make sure I've got this right given the switch is more difficult to reach.

Instrument panel lights go thru a variable resistor in the headlight switch controlled by the knob. I have found that occasionally the wiper arm of the resistor does not make contact. Removal and bench test may be the next best step.
