Identify bolt

Can anyone identity where the darker bolt goes to? These two were holding my inspection plate to the bell housing. The lighter one with the three dots I know is the one that holds the distribution block to the inner fender. Both are 5/16 18 thread and 1/2 inch head.

That looks a lot like one of those "G"eneral "M"aintenance bolts! "Sacrilege" on this forum!
