Makes good sense...I had to wonder since the Service Replacement (NOS) early style hinges for 67-70 were extinct by 1969 or something very early on.
Haven't seen NOS hood hinges packaged in a box like that. It might just be a box for something else that the hinges are on. Hinges usually just had a wired part number tag or later 1980/90's ones had the silver Ford stickers.

I purchased Service Replacements from Ford in the early 80's, and received the C9ZZ ones in the attached pictures. As I remember, each came in its own box. Note too that they are painted. All of this makes sense since the true 1967 Service Parts (C7ZZ-16696/7-A) had a very short "life". The initial (as of January 1967) 1967 Service Parts were C3OZ-16796/7-C. These were not Replaced until August of 1967 when they became C7ZZ-16796/7-A's. Then, sometime between July of 1969 and July of 1970, the C7ZZ's were Replaced by the C9ZZ's. The C9ZZ's were available until at least 1990 (that is the newest OSI book that I have). Thus, it would be highly unlikely, if not impossible, to find C7ZZ hinges in a box dated 1991.
Sorry, I got "off track" with the talk about the '67 Hood Hinges, responding about them, and forgot to address the fact that this is in the "1964-1/2 to 1966" Section. The Hood Hinges for 1965 and 1966 were Part #'s C3OZ-16796/7-A. These were available under this Part # until sometime between 1981 and 1983, when they were Replaced by none other than the C9ZZ-16796/7-A ones ; yes, the same ones that replaced the C7ZZ ones some years earlier.
