Topic: 66 GT rear valence reverse lights

My 66 has the GT valence with the pipes poking out and there are reverse (back up) lights mounted.  The wiring looks like it's original and not added albeit old.
But I keep seeing cars with the same rear sheet metal and they don't have back up lights? 
What's up there?

Reverse lights were an option in 1965.  In 66 they became mandatory.
