During what  model year did Ford go with the closed PCV system for all models, and in all states ?

IMCO started in 1968 in all 50 of the United States. IMproved COmbustion is the closed system, which utilized a PCV valve at a minimum.

Export to Canada started in 1969, with IMCO.
