It has to click inside of the headlight switch.  Usually works by twisting and pushing in at the same time.

Thx Charles, I gave it a go, really doesn't feel like there's anything for it it clip into, it basically pulls in and out with ease, is it possible the clip inside has failed?

Probably need to pull the switch to see what's going on.

I've had a few stubborn ones that just needed a mild "thud" on the end to get it to snap in. I do not wish to have this interpreted as a hammer, just a simple feel around till it goes all but all the way in and thump it lightly with say the heel of your hand. If it won't click in then, maybe the button lock fell apart somehow and then maybe a new switch would be in order.

I removed the switch a couple weeks ago, I opened it up for a closer look, the internals have seen better days, at least it lasted 47 years, I've since replaced it with a reproduction switch...
