Bumper Wave Washer

I'm looking at the assembly picture and can't tell, does the wave washer go between the bumper and bracket or between the nut and bracket?

Believe its between the bracket and the bumper - that's at least where I've pit them the last dozen cars (did just check some pictures ;). Sure others will confirm or offer different opinions if they have found differently

It's located between the bumper and the bracket.

The purpose of the wavy washer is to account for the depth of the square shoulder on the bumper bolts.  Without this, the nuts would bottom out and the bumper would not be tight.

Thanks everyone.  I wanted to make sure I put it back right when the time comes and when I took it apart the washers were actually between the nut and bracket and not where it should be.
