Taillight Spacers

How many taillight spacers should be installed inside the taillight panel?  I noticed I was missing some on the bottom of my taillights and 8 come in the pack.  But I took some pics of Mike's un-restored honey gold convt and noticed his does not have the spacers on the bottom.

There are 2 per tail-light.
