Is this an original "Quality OK" sticker?

I found this up in the passenger side fender while replacing my front wheel bearings. 

Car is a 66 fastback from Dearborn with a build date of August 6th.

Never seen any sticker like that. Not a very high standard ;)  if it is original.   

Quality - Just OK???
