I think it faces the column not the fire wall. So it would mount on the LH side. The picture is of a 7-16-68  SJ car.

2&3 are hold down clips for the main wire harness and 1 is for the ground. The EF would go in the hole on the LH side that the top arc of the circle you drew around  #2 is all most covering.

Marty - it looks like there is a bare sheet metal bracket at a 90 degree angle to the dash face.  I've updated the picture showing that as hole #4.  Is that the mounting location of the emergency flasher unit for late 67/68?

If that is the case, I still have questions:

1. How is that bracket attached to the dash substructure, seeing that it is unpainted it is a separate piece.  (The early 67 does not have this bracket, as described and pictured earlier.  The clamp is attached precariously to the #3 hole ground screw on the back side of the dash structure.  Probably the reason for change)

2. Was the metal "spring clamp" that the flasher unit snaps into then screwed into this bracket?  Was the spring clamp unit directed towards the driver or passenger side?  Were the electrical connections facing the driver or firewall?

3. Last question (this time around) - switching from the emergency flasher to the turn signal flasher, what was that physical location?  Again, early 67 was on the rear of the IP.

John I am going off memory all of our cars have the clusters installed and are AC and tilt cars so it is tough to see up there. I have been tempted to pull the cluster on the 11-04-66 just to see the differences.
IMHO at least on late 67 and 68s the emergency flasher was mounted on the LH structure in a clamp that you pictured in #24. The turn signal bracket is mounted with a screw on the RH structure and is flat, you marked it #4. I thought I had one of these laying around but I can not find it.
I just went to the garage with the camera and could not see anything on the 68 but on the 11-04-66 67 I could see the clamp style holder on the RH side of the dash support. This must be one of the earlier versions.

I had my head up my dash last weekend and noticed that unlike the early 67 NJ car pictured in previous posts, where the emergency flasher snap clip had a black J nut attached, my SJ car was done differently.   The NJ car does not have the hole that is used for the screw that attaches the one shown in the pictures.
