Headliner Over or Under Roof Console Bracket?

I'm installing a new headliner in my '67 coupe.  It's the first car I've worked on with a factory roof console.  The old headliner was stretched over the front bracket for the roof console.  Is this correct, or should the headliner be installed and then the bracket screwed into place?  Thanks!  :D

Not sure if it's visible or not, but here was the headliner I took out.  Again, the headliner material is stretched over the front roof console bracket:

I could see no realistic way to mount the bracket after the headliner and get a good fit when I did mine, but the original liner was long gone so not sure what the factory did...

Headliner over bracket is correct.  Have a fastback and coupe in right now, and they are both that way.  Some pics:

As shown in the pics, have seen both cut, and uncut, installations.  Anyone know what was done from the factory?

I thought the cut might've either been to provide space for the map lights, or maybe to take some tension off of the headliner material where it's stretched so tightly over the console roof bracket.

How about to locate the mounting holes?

To locate I install the screws in place (all, visors, coathooks, etc), then do the liner.  Then you can easily find them and poke Phillips head screwdriver thru the fabric into the screw, which lets you pop the screw head thru the fabric in the cut from the tip of the screwdriver...

Same here. I can't imagine blindly trying to find screw holes if you don't use this method.
