Emergency flasher location installation?

My old glovebox disintegrated. However looking at the switch, there's two Phillips head screws with nuts on the back and a metal backing plate. In between is sandwiched the cardboard. is all this necessary to hold the switch in place or should the switch mount into the structure above?

That bracket holds the e-switch and the L-bracket in place at the top of the glove box...that's all there is...the piece you describe goes up on top of the cardboard glove box, IIRC.
