convertible torsion rod clip

On a convertible there is a clip that separates the trunk hinge torsion springs to keep them from rattling. Is it in place when trunk is painted or installed after?

Believe that just like coupes - after.  That is at least is what I'm seeing on all the pictures I have showing them on 69 Dearborn coupes and the few convertibles 

OF course allot of them are missing and as the clip moved it scrapped off the paint so when they are missing one could incorrectly assume that (since the paint is now missing)  they were installed below. Just an observation
