How'd the factory do this? Bumper & front valance sequence

I suspect it might be wise to first install the front bumper, and then install the front valance followed lastly by installation of the front bumper guards. Does that sound reasonable or is there no way to gain access to the valance bolts with the bumper present? What sequence would the factory assembly line have used?

I like to fit the front valence without the bumper on, but you can certainly install the front bumper before the lower valence.  If I had to guess, I would say they installed the bumper first at the factory.

I find it much easier to put the bumper on first.  It's harder to get to the bumper bolts with the valance on.

It's a shock to most that the bumper goes on first. With the valence off it is a lot easier to pre-assembly the parking lights as well.
