65 PS Pump issue

So I recently put the front half of the motor back together after having it apart for 3 months.  I replaced the pressure power steering hose and most of the fluid was drained out of the pump since I had to remove it to change timing cover and water pump...I filled the pump back up and I think I had power steering  for a bit, but now I do not...I've tried having the cap opened and turning the wheel back and forth to see if maybe there is air in the line but nothing happens.  The pump doesn't even make a noise.  Any ideas as to what the problem could be and what the solution is?

Might be best to swap another pump on there to see if that's the problem.

Was hoping to avoid that as I also have AC and getting the pump out of there requires removing the fan, fan clutch and removing the pump and mounting bracket as a whole unit...Not enough clearance  to just remove the pump with that compressor sitting there...It was working fine before I removed it...

With the car running if you look down the filler spout does it look like the fluid is circulating in there?

It has been awhile since I have looked down a spout so I don't know if you can tell when this happens anyways thought I would ask. But regardless could be a couple issues potentially. Either the new line could be defective and have a flap of rubber inside blocking fluid probably less likely of the two options or the pressure relief portion in the pump has stuck and never sends pressure down the hose. For that you can either take the pump apart and try to free it up, which we have not had much luck with! Or get one off a different pump that does not stick and reassemble the pump.
