Front Bumper to Valence Nut Insert

I'm installing a new bumper on my '69 Mach 1. It was built June 5th, 1969, at Metuchen.  I'm having trouble figuring out which way the nut insert installs into the front valence.  I've tried the Body Assembly manual, but I can't tell how the insert installs--should it be installed with the actual nut insert on the outside of the valence, or on the inside?  Which way is correct?
