how tight is required?

I believe the torque is listed in the service manual.

That sure doesn't look like a stock steering wheel to me, so a washer might be needed.  On my 65 and 66's, no washer was required.  25-35 ft-lbs is what is listed in the 66 manual.

Was going to say the standard wheels didn't require a washer from what I recall..
