Part Identification

Would someone tell me what the circled item is and if part of the piece in question is broken off. 
Attached are two photos with one photo showing area where item is located and the other a close up of the part I need help in indentifying.

Looks like the standard (single exhaust) brake line bracket (where the solid and flex lines meet)

Possibly cut off when someone might (just guessing) have converted the car to dual exhaust  Can't see how it could have "broken off"
If you notice it looks like the holes are there for the dual exhaust brackets are there - without the center screw. Would guess that the reinforcements under the rear seats are not there

Thanks for the reply Jeff.

I did look on the opposite side and you are correct. There were no reinforcements under the rear seat area.  However the previous owner did extensive metal work in rear floor area and over the axle panel.  Are there any other areas that I can check out to see if car originally came with single exhaust or dual exhaust?
The car is 64.5 built in June of 1964 in Dearborn and has a 289 D engine with a C4GF-AF carburetor.

The only cars that would have had dual exhaust at that time (just introduced) would be K codes.  Dual exhaust was exclusive to K codes for '65 production until the GT option became available and then only if an A code was ordered with the GT package could it get dual exhaust.  This continued through the end of '66 production.  A 65-66 K code is the only non-GT car that can have dual exhaust also.

The snubber bracket let's you know if it's a true dual exhaust car as well
