Steering column details beyond firewall

Anyone know what the steering column details look like beyond the firewall under the master cylinder.  Mine pictured below clearly shows interior color but largely lost due to brake fluid drippage I presume.  This there is evidence of some blacking out.  Any idea what was done?

Cory,
 The steering column tube is painted interior color for its full length, then inserted in the rubber insulator into the engine compartment. and loosely clamped to the under side of the dash. The steering shaft is inserted up the tube prior to the engine being installed. Over time, it's anybodies guess what was done to the exposed part in the engine compartment.

The painted tube was installed before firewall sealant was sprayed around items passing through, so it's not uncommon for the tube to have some on it.

+1 And sometimes the worker applying the sealant wasn't putting out much effort. The spray pattern around and towards the location often tell the tale

Two he/they missed but shows the finish underneath in those cases
