Color pedal assembly

Talking about 65 San Jose car, is this two tone color correct? And what about the accelerator pedal arm, black or zinc plated?

yes.looks good to me. acc arm is p&o finish.

The finish on this support and pedal top has a satin, media blasted look. Perhaps it's the picture quality.

The support is stamped out of untreated steel and would have a raw, shinier look.
Same with the top of the pedals.

A finer glass ball media gives a finish closer to original  as does vapor blasting.

I assumed that it was painted is the reason for it's current look.

"Yes" and "no". The "yes" part is the black paint, however the pedals were "dip painted". The "no" part is that the rest of the metal is raw, unfinished steel. The firewall to dash support will have "many" stretch marks from the stamping process.
