Question about the Shaker

Hi..1970 Mustang Mach 1 Ram Air 428
Please look at the attached 2 pics is the flapper in correct position(open) without vacuum attached or the car started.
When I attach vacuum with the car running at idle it immediately shuts(closed position).
When I engaged the 4 barrel it slams in the open position.please advise

My shaker works the same.  With WOT it is open all the way (supposedly).  When you shut the engine off its slaps open.

Right.  Normally open and engine vacuum closes it.  WOT is low vacuum so it opens.
