Richard : As you can see in the attached pictures, there is no way that the release valve/ solenoid, with the dash bracket, could be mounted to the Steering Column unless the part of the bracket that mounts to the dash was either cut off, or bent to conform to the curvature of the Steering Column. The release valve/ solenoid by itself, which includes a smaller two hole bracket, could have been mounted to the Steering Column with two screws, as its curvature is the same as the Steering Column. As a matter of fact, that is exactly what was done on 19*67 Thunderbirds.
I have attached copies of the first several pages of TSB No. 48, Article 916, dated O(ctober 21, 1966, which shows both the Thunderbird and the Mustang Tilt Columns.
I also checked my earliest Ford List Price Book that covers 1967 Models, and is dated November 1, 1966. It shows that the Dash Bracket was available for a whole $0.45 !
Finally, I sent an email to Don and Darrell at WCCC and asked if either of them had come across any 1967 Cougars or Mustangs with the Release Valve/ Solenoid mounted on the Steering Column. Of course since they are closed on Fridays, I don't expect a response until Monday. I will Post what I hear back from them.
