Steering Column Black out

Not sure anyone is going to be able to answer this but how come they didn't black out the steering column?  They went through the trouble of  blacking out the steering gear box, master cylinder cap, horn wires, and the pinch weld; yet you could clearly see the steering column in the engine compartment especially if you had a light colored interior...just a thought I had...

Installed at a different point in the assembly process after all the other stuff was already sprayed? Maybe...
