Does the ends of grill were it bolts to headlight bucket go over or under bucket

That bit of info helps, but 64 thru 66 all go on top. The actual bracket (straight for 64-65, angled for 66) goes under the grill ends.

Did you happen to look through some of the pictures of unrestored cars in the Unrestored Picture Threads - Picture Collections and Discussions of Specific Cars section?

Found about a dozen examples there in the 64-65 and 66 sections ;)
