Power Steering Bracket Finish

Did a search and didn’t find anything and nothing on the judging sheets but what is the finish of the bracket that mounts on the driver side that the power steering cylinder attaches to? Didn’t realize the one on my car now was changed when my dad added headers. Have a correct one coming (top pic). The bottom pic is off Mikes unrestored car but hard to tell if it is black or was natural. Also is the 10 in the part the month code? Saw different numbers on my search in eBay.

I like to dip them for a short time in manganese phosphate solution, then a light rub with coarse steel wool and oil.
