Topic: Accelerator rod bellcrank grommet - 66 SJ

I was wondering which way the bellows of this grommet face when installed for my May build 66 GT350 (asking here because I don't think its a Shelby
unique thing)?   

The grommet has a large flange and small flange which puts the bellows (the billowing part) either inside the car or outside.   Or, another way to ask:
is the large flange on the outside or the inside?
