67 lower control arm eccentric's finish

I'm sure this is here somewhere but I'm not finding it, were these parts P&O ?

It is a light P/O finish from my observations on picking from unrestored cars. Darker then bare steel. I say light because they typically are not found rusted severely. I am not sure if that is because they are more protected and sometimes get exposed to engine oil or because they have a weak phosphate finish that helps protect . They typically do not have the "grey fur" that a more heavily P/O part has. The light P/O coating can many times be perceived ether way and the plated finish does help with maintenance.
