Adjusting hood hinges

I have a 67 hood hinge that when the hood is closed and the hinge is placed at its lowest mounting position the hood sticks up about 1/2 to 3/4" above the fender, is there a way out of this or is this a sign the hinge is shot ? It seems like the hinge joints don't have any large or easily seen play in it.

Hood adjustments are counter-intuitive due to their design.  To lower the rear of the hood to match the cowl, raise the hood, loosen the bolts, apply moderate pressure to the front of the hood as though raising it, then tighten the bolts.  This is best done by two people.
