'67 Quarter Window Rollers--Spin Freely or Not?

I'm working on my '67 coupe, and it's the first time I've been into the quarter window setup on a '67.  The riveted on rollers on the quarter window frame are slightly different than what I've seen with '65-66 quarter windows.  One of my 3 rollers on this '67 window rolls freely, but the other two are very tight.  Which way is correct?  I would think they would all roll as the window moved up and down in the track, but I saw that wave washer behind them (seems to be holding tension on them), and wanted to ask to be sure.
Too much junk, too little time.

I don't think it matters. I've always found some are tight and some loose. Only 2 of 3 should have tension washer and plastic washer
