Floor pan rubber plugs: before or after paint?

Goodness, I thought I'd easily find an answer to this question (via searching this site), but I didn't. Forgive this stupid question:

Where the rubber plugs in the floor pan installed before or after underside primer and subsequent body color?

After the seats were installed which was after the carpet was installed, at least.

Guess your asking about the ones in the frame rails. The rubber plugs that pass from the interior floor into the front frame rails were not accessable during the paint process since those were filled by the fixture holding the body to the moving track. If it was the seat nut access holes from the bottom thats been covered also
