Are these cables the same or are there differences?

For servicing them Ford says yes they are different. If they could have combine the two and only serviced on they would have.

If the measurements are correct they are different lengths at least.

Guessing by your transmission choices you're not building a 428CJ car ;)

Crap.  My original CJ one is bad. I have two 351 FMX parts cars.
Was hoping they would interchange :(
