Interior soundproofing

My car; 69 San Jose 63A Sportsroof (build date 12/26/68), had this stuff on both wheelwells and inner quarterpanels between the door and rear wheelhouse. Is it original or something somebody just put in there ? I don't know what material it is, but it was dried out and crumble under some pressure. Anybody seen other cars with it?

The foam stuff is something added by a previous owner.

Over wheel houses and in the forward quarter panel area

Looks like "waffle" pad used for carpet many moons ago.

Ok, I suspected it. Car is in bare steel now anyways.
