Headlight Bucket Fender Attachment Issue.

My passenger side fender wasn't repaired by the PO and they cut a corner by drilling in small holes and using self tappers to attach the headlight bucket.

My question, how best to repair it?
The welded nuts don't seem to be reproduced, so I assume my best bet is to find a throw away fender to use...

In the attached pic, the red circles will be repaired by welding up, and the blue circles is where the nuts should be welded in (two are missing and two look to be weld up, perhaps I can drill and tap those two out).
The top of the fender is pushed in up the top so I'll attend to that also.

I've had some luck with removing the nuts from a old fender and welding them back in from the back side to your existing  fender.
