Rear leaf spring clamp location

What is the correct location that the clamps go on?
There are three different lengths with the longer ones clamping more leafs.
Were three used on each side? Some pictures I have show only two used.

The smallest one is located at the front where the second spring leaf comes in. The next is located at the third spring leaf, both in front of the axle. The last one is at the rear of the axle where three spring leafs come together.
