which bolt is correct?   left or right

So the bolt on the left has a captive washer?
Looking at things logically, that would be the one.
Never seen a flange head bolt used with a washer since it's redundant.
The footprint of the flange head bolt alone is too small for the application in question

That type of flange head and washer are commonly seen used on the 67-70 convertible skid plate except washer typically has serrated edges. Makers mark varied .

N bolt on left used rear bumper & tie down brackets bottom hole & usually phos.   The other right side bolt was usually only used on firewall 4 bolts holding export & shock tower braces .
