Steering column to dash nuts and washers

So I destroyed the threaded pieces that held the steering column to the dash when I took this steering column out so I ordered the AMK kit.  It comes with two heavy washers that weren't installed when I took the steering column out.  Any idea where they should go, was my car supposed to have them and were maybe lost by the previous owners or is it for a diffrent year?

Some of the AMK stuff is wrong, I would put it back the way it was. I've seen some steering columns secured with 4 bolts and some with 6. Mine has 6 "SEMS" headed bolts plated in zinc dichromate.
