Title: 1986 GT headlight questions

My headlights don't seem to be working correctly.
I have Wagner Halogen headlights. The inners are 1A1 and the outers are 2A1
I assume the outers are low beam and the inners are high beam.
When I pull the headlight switch all the way out the outers come on.
If I pull the high beam switch to "flash-to-pass" position the outers get brighter but if I pull it further to the high beam position the outers revert to low beam.
The high beam indicator light is on. The inners don't come on in any position of the switches.
Is it possible that the inner and outer headlights are reversed?
Please bear with me as this is my first fox body Mustang. I have had dozens of 69-70's.

Try plugging the hi beam bulbs into the low beam socked to verify it's a good bulb. It will plug in.  It should only come on with the hi beam switched on. The outer bulb is low and hi beam.

Do both the inner and outer come on with the low beam setting or is it like my 69 where the outers are the low beam and the inners are the high beam?

Same as the 69.
