I just saw a picture of someones restored 66 HiPo air cleaner base and noticed on the inside they had blacked out the center section. Is that what was done, never seen that before...

I wouldn't say everyone because I have seen many without the black out. I have seen more with the blackout in the center.

Have seen 66-67 also both ways. By comparing dates on some where available it appears right now to me that some of the earlier ones may have been repainted 65's. Just maybe. Not sure if the supplier was the same as the C and A code air cleaners. In other examples of 67's I've seen the black there also leaving more in my experience with all blue in between but would be hard pressed to say for sure either would be incorrect given the current evidence

Here is an example of one I have that is part of a kit and base is dated 7C. About 1/2 inch unpainted around the center.
