Title: Back up light pig tails in late 65 fastback

Would an April 65 Dearborn fastback have the black/red wire pigtails in the harness at the rear of the main  harness trunk area on a non equipped/ordered back up light ordered car from the factory,

It should. The standard wiring harness for fastbacks was C5ZB-14405-J. Backup lights were an option. The only harness without the extra wire is the one use for the GT option.
This is documented in the Mustang Assembly Manuals. I recommend you get a set.
