Putting the blue car back together and cleaning up some of the hardware, this bolt was holding the small bracket on the side of front bumper where it attaches inside inner fender. Hadn’t seen this one before. I doubt it is original but thought I would check. The other side was just plain and had a larger diameter washer that had teeth to grip.

What are the three letters on the smaller ones head?
Easy to see the larger washer one isn't correct for a 65 San Jose in that location/application - Surprised it fit. Will look through the collection and report back

They are not letters but rather three squares inside the circle

Also if possible, can you confirm what goes on the outside of the bracket? Is there supposed to be a rubber grommet along with a rubber padded j clip attached to the small outside bumper bracket?

Yea hardware store or other unknown source
Typically for that purpose bolts with shouldered heads with star washers would have been used like others in the area

Yes J clip on the outer bracket that goes between the bumper and fender. Don't recall ever finding, seeing the remains or removing a gasket in that location. Guess it might same paint chipping just never found one yet See below ::)

Well stated I didn't recall seeing one but guess I have and just didn't recall it yesterday.
Below is a picture a took a few years back showing the end of the bracket we're discussing and the area. Red arrows point out a gasket of sorts sandwiched between the bracket fender

It is a rubber pad made on to the j clip. AMK sells them.

The one that AMK sells is a piece of rubber glued onto the J clip. Originals I have seen appear to have had the rubber molded onto the J clip. It was thinner on original compared to the AMK version also.
