I don't recall ever seeing one with plastic tabs. Mine have all had the Metal Spring Tabs on Tilt-Away or Fixed Column.The Fixed Column Cover has 2 tabs coming off the sides of the end that mounts under the column collar flange. The Tilt-Away Column Cover has that section 'Cut Away'.Here is a photo of a Tilt-Away cover

On this subject of steering column covers. Below the part number C9ZB-6504459-C there is a K1, K2, K3 or K4. Are there any differences in a K1, K2, K3, or K4?
